PenFed, short for Pentagon Federal Credit Union, is a member-owned, not-for-profit federal credit union founded in 1935 and based in McLean, Virginia. It is regulated and federally insured by the National Credit Union Administration (NCUA). By year-end 2025 it held about $29.3 billion in assets and served roughly 2.8 million members through about 37 branches, making it the fifth-largest U.S. credit union by assets. It offers unsecured, fixed-rate personal loans.

Fixed APR6.09% to 17.99% (up to 17.99%). The 6.09% floor includes the 0.25% autopay discount and requires strong credit.

Thumb up
Pros:
  • No origination fee, no prepayment penalty, and no balance-transfer fee, plus no hidden appraisal, closing, or title fees.
  • Low APR ceiling of 17.99%, which sits just under the 18% federal credit-union cap.
  • Soft-pull prequalification that does not affect your credit score.
  • Fast funding, as soon as the next business day.
  • Wide borrowing range with an unusually low $600 floor.
  • PenFed serves members in all 50 states, Washington, D.C., Puerto Rico, Guam, and Okinawa, Japan.
Thumb down
Cons:
  • APR can reach 17.99%, and the lowest 6.09% rate requires strong credit plus autopay.
  • Membership is required before PenFed will fund your loan, PenFed does not publish a minimum credit score (third parties estimate about 700, so the loan favors good to strong credit), and there is no true co-signer option (joint co-borrowers only).
  • Weak public customer-review scores (BBB 1.17 out of 5; Trustpilot 3.1 out of 5).

PenFed offers an unsecured, fixed-rate personal loan. Unsecured means you don’t put up collateral, and a fixed rate means your interest rate  stays the same for the life of the loan. You can borrow from $600 to $50,000 and repay it over 12 to 60 months.

According to the Consumer Financial Protection Bureau (CFPB), people commonly use a personal loan to make a large purchase, cover an unexpected expense, or consolidate debt, and PenFed markets its loan for uses like debt consolidation, home improvement, travel, medical bills, and family planning. PenFed does not publish a minimum credit score, and third parties estimate you’ll want a score around 700, the Good tier, to qualify.

PenFed personal loan top features

Here's a closer look at what PenFed's personal loan offers.

Loan amounts. You can borrow from $600 to $50,000, an unusually low floor that suits small and mid-size needs alike.

Rates and autopay discount. APR runs up to 17.99%, with a floor of 6.09% (as of August 2026). The 6.09% rate includes a 0.25% autopay discount and requires strong credit. Setting up automatic payments lowers your rate by 0.25%, but only if you enroll before your loan is funded. For illustration, PenFed states: "A $10,000 personal loan financed at 6.09% APR would amount to 24 monthly payments of approximately $445.46 each." That example assumes the autopay discount and strong credit.

Credit needed. PenFed does not publish a minimum credit score. Their highest interest rate is in the range that’s typical for applicants with good credit.

Fees. There is no origination fee, no prepayment penalty, no balance-transfer fee, no early-payoff fee, and no hidden appraisal, closing, or title fees. You may pay a $29 late charge if a payment is more than five days late, and a $30 returned-payment fee.

Repayment terms. Loan terms run from 12 to 60 months.

Funding speed. PenFed can fund your loan as soon as the next business day. ACH or direct deposit usually takes one to two business days, and a mailed check takes five to seven.

Availability. PenFed is a federally chartered credit union, which means it can make loans in all 50 states and Washington, D.C. PenFed also serves members in  Puerto Rico, Guam, and Japan.

Prequalification. You can check your rate with a soft inquiry. A soft inquiry does not affect your credit score.

Pricing tier: Prime / no-fee. With no origination fee and an APR capped at 17.99%, PenFed's loan sits in the prime, no-fee tier rather than the higher-cost range some lenders occupy.

Where PenFed can improve

PenFed's weakest area is its public customer reviews. On the Better Business Bureau, its customer rating is just 1.17 out of 5, and its Trustpilot score is 3.1 out of 5. Membership is also required before PenFed will fund your loan, so you have to join the credit union to borrow (that’s normal for credit unions).

PenFed does not publish a minimum credit score, and the loan is geared toward people with good to strong credit, so borrowers with lower scores may not qualify. The maximum term is 60 months, which is shorter than some lenders offer, so you may face a higher monthly payment on a larger loan. And while the APR ceiling is a reasonable 17.99%, the lowest 6.09% rate requires strong credit plus autopay. Most borrowers are unlikely to qualify for the lowest advertised rate.

Qualifying for a PenFed personal loan

PenFed reviews the same core factors most lenders weigh. According to the CFPB, lenders assess your ability to repay using your credit score, credit history, income, employment, and debt-to-income ratio. Your debt-to-income ratio (DTI) is all your monthly debt payments divided by your gross monthly income. You can check your rate with a soft inquiry before you formally apply, and there is more on that below.

Credit score and income requirements

Like some of the other best personal loan providers, PenFed does not publish a minimum credit score for its personal loan. Beyond your score, PenFed looks at your income and employment to gauge whether you can repay. You’ll document your income during the application, which the next section covers.

Co-signer and joint options

PenFed does not offer a personal loan with a co-signer, but it does allow joint co-borrowers on a personal loan. Adding a co-borrower can help if their income or credit is stronger than yours. In PenFed’s own words: “We encourage you to apply with a co-borrower with higher income or credit score as it may help you qualify for a lower interest rate.”

How to apply for a PenFed loan

You can apply for a PenFed personal loan online, by phone, or at a branch. Be ready to provide a government-issued ID, proof of income or employment such as recent pay stubs, and the reason for your loan. PenFed’s application has four main steps:

  1. Check your rate to pre-qualify in a few minutes with no impact to your credit score.
  2. If you qualify, choose your offer and terms.
  3. Finalize by e-signing your loan documents.
  4. Get funded as soon as the next business day.

You do need to be a PenFed member to receive the loan, but membership is open to anyone through a $5 share-account deposit, and you can set it up while you apply. As PenFed puts it: “Apply now and we’ll create your membership during the application process.”

How applying affects your credit

A soft inquiry does not affect your credit score. When you check your rate with PenFed, it runs a soft credit check, so simply seeing your offer costs you nothing on your credit report. A hard inquiry happens only when you formally apply for a loan, and that can lower your score by a few points temporarily. PenFed explains it this way: “Checking your rate will not affect your credit score. If you decide to move forward with your loan after checking your rates, we will require a full credit report inquiry which will result in a hard pull and affect your credit.” PenFed does not disclose which credit bureau it uses.

Loan approval and funding from PenFed

Once you accept your loan, PenFed can send your money quickly. Funding can arrive as soon as the next business day. Direct deposit or ACH transfers typically take one to two business days, while a mailed check can take five to seven business days. PenFed keeps its loan fees simple. There is no origination fee. You may be charged a $29 late charge if a payment is more than five days late, and a $30 returned-payment fee if a loan payment is returned by check or ACH. All PenFed loans carry a minimum monthly payment of $50.

If you set up autopay before your loan is funded, you can get a 0.25% rate discount, but that discount is only available prior to funding. You can make payments online at penfed.org, through the PenFed mobile app, or by check, and you can set up autopay and recurring payments to stay on track.

PenFed: customer service and satisfaction

If you need help, PenFed offers a few ways to reach its member services team. You can call 1-800-247-5626, use online chat, or send a secure message or email. Member services are generally available Monday through Saturday, 8 a.m. to 8 p.m. ET. PenFed also has a mobile app for iOS and Android, and it operates about 37 branches concentrated in a limited number of markets.

PenFed's licensing and track record

PenFed is a federally chartered credit union with NMLS ID 401822, which you can verify through NMLS Consumer Access. It holds an A+ rating from the Better Business Bureau, though it is not BBB accredited, and its BBB file was opened on February 15, 1997. On Trustpilot, PenFed has a 3.1 out of 5 rating across 2,011 reviews. No federal enforcement actions against PenFed’s lending have been found since 2020. The CFPB complaint database shows only a small number of entries, such as six student-loan complaints in 2025, all closed on time.

What customers say

PenFed's public review scores are low. On the Better Business Bureau, its customer rating is 1.17 out of 5 across 153 reviews, and on Trustpilot it is 3.1 out of 5 across 2,011 reviews. Together, these two scores are the clearest public snapshot of member sentiment, and both point to a high level of dissatisfaction among reviewers. Keep in mind that online reviews tend to draw more complaints than praise, so weigh them alongside the loan’s actual terms. Still, customer ratings underscore the importance of shopping around for the best personal loan company that meets your needs.

When a PenFed personal loan might be the best choice

A PenFed personal loan could be a good fit in a few situations. Because there is no origination fee, no prepayment penalty, and a capped 17.99% APR, it may work well if you want predictable payments and the option to pay the loan off early without extra cost. It could suit debt consolidation, where you roll higher-interest balances into one fixed monthly payment. It may also fit a mid-size, one-time expense, like a home improvement project or a large repair, that you can repay within the 60-month maximum term.

And it may make sense if you’re a PenFed member or you’re comfortable becoming one, which anyone can do with a $5 share deposit. As with any loan, whether you qualify and what rate you’re offered will depend on your credit and finances, so it’s worth checking your rate with the soft-pull prequalification before you decide. Rates and offers current as of August 2026 and are subject to change.
